Things needed:-
Cut a 2-inch-wide by 6-inch-long strip of felt.
Fold the strip in half, matching the long edges. Pin the edges together.

Cut 1/4-inch-wide slits down the length of the strip from the folded long edge toward the pinned edge, ending each slit a 1/4 inch from the edge.

Hand sew a running stitch along the pinned edge through both thicknesses. Pull the thread to gather the felt, forming the strip into a flower circle. Knot the thread to hold the gathers. Sew the beginning of the gathered edge and the end together. Knot and cut the thread. The flower will have a hole in the center because of the felt's thickness.
Place a quarter on a scrap of felt and trace around it. Cut out the circle. Apply a ring of craft glue around the top edge of the circle. Place the circle over the hole in the flower center. This is the back of the flower.
Turn the flower over. Place a button over the center hole and sew, attaching it to the glued circle on the back of the flower.
